The festival is created by SARANGBANG (Group for Human Rights). SARANGBANG is one of the most active non-government organizations in Korea. Many of the works by the Group include publication of Human Rights Daily, management of human rights library, coordination of education programs, and other activities for promoting human rights awareness in Korea with world wide networks.
