Sometime in the near future, fearing overpopulation as the result of an aging society, a law is introduced that prescribes enforced eutanasia of anyone reaching the age of 70…

A film crew is following the fate of Uncle Joe, who will is about to turn 70 and must, by law, be put to death.

The director wants to show how the so-called Dream Factory really works, while his subject also reflects on the reaction of local people to this draconian law.
